“破”远大于“立”。穆勒在2020年发表了一篇题为“Against Sovereignty in Cyberspace”的论文，从标题就可以看出他的核心观点还是没有改变的。书里提供了不少有价值的素材，但是可读性差了一些，时间久远了一些（即使以出版年2015来看）。最后给出的方案还是非常理想化的。
