I've touched on several books on the topic while only this one offers the details that I really want. It not only explains step-by-step CGE modeling in GAMS, but also shows ideas and intuitions on modeling strategies, which is very insightful for beginners. With some other reference on SAM, I believe readers are able to start the work!
